There is no point in having a valuable resource if you are not taking advantage of it, but it has to be exploited responsibly, Quijano
Vice Minister of Commerce and Industry, Ricardo Quijano, said that it is not worthed to have a valuable resource if you don’t exploit it, therefore not exploited is not wealth, and if you want to enjoy such property, then it must be exploited responsibly.
Ricardo Quijano, who’s now the Minister of Commerce and Industry, pointed out that he is not in favor or against any of the groups who have expressed their opinion on this issue, but “in favor of the environment, the communities and of things well done”.
Quijano said that the aim in changing the Mining Code is to lay the groundwork needed to a Department of Mineral Resources strong, independent that can do inspections, audits and which links to the environment, which was not in the Mining Code before” he explained.
He said that to get to that, there has to be a great effort to sort out the mess that was in all non-metal and metal mining in Panama and that has created differences of all kinds, but we are seeking what’s best for the country” he said.
In Panama, the Petaquilla Gold S.A Company, directed by entrepreneur Richard Fifer Carles fully complies with the requirements and standards of both national and international organizations that oversee these activities worldwide in order to maintain a constant monitoring to certify that things are done well.
Pascual Montanes: We created a parallel sector with a longer lifespan
Richard Fifer-Carles, entrepreneur from Petaquilla (Petaquilla mining project) and the Castilla del Oro Foundation, and Pascual Montanes, the Foundation’s president in Panama, have thought about how to contribute with society once the mining project has come to its end.
Montanes stated, “we feel the responsibility to ask ourselves, when the mine is over, what will happen? Will the infant mortality rate -which we lowered 25%- go back to where it was before the mine? From that thought came the idea to develop a parallel economical sector that has a longer lifespan than the mine. Then, tourism came up. For many people and many economies of the world, tourism is gold, is an economical sector that quickly generates a lot of wealth, and in that sense, it can be considered a golden sector as well”.

Not only sun and beach tourism, for an area rich in religion and values

“There are two ways to develop tourism. The tourism is always developed with foreign investment. We all know about big chains that have arrived to a place and in a short amount of time have installed. But that tourism usually qualifies for sun and beaches. It’s a purely vocational tourism in which you just rest your body and in a very indirect way the mind rests”, said the president of the Foundation La Castilla del Oro in Panama.
Richard Fifer- Carles (Promotor of the Foundation Castilla del Oro) aims to promote the sustainable development in Panamanians regions with the objective of generating wealth and prosperity to its inhabitants, now and in the future. For this, he is turning this region into a first class spiritual tourist destination and will provide the necessary infrastructure to achieve it.
The Foundation is working in strategic lines that allow the development of a tourism that would generate values from all points of views.

In there is extra renewable energy in Spain?
Madrid, September 2011
The Castilla del Oro Foundation, led by Richard Fifer – Carles and chaired by Cristobal Colon in Spain will develop projects of social responsibility of importance in the area of Andevalo. There is currently a concern about the energy system in place. The Foundation has a number of professionals working on different fronts to add value to society, and one of the main topics of interest is renewable energy.
GENERATED POWER EXCEEDS DEMAND
The electric network, operator and the only carrier in Spain of energy transport, says that in the first quarter of 2010 were produced 200 hours of discharged renewable energy by the incapacity of the system to absorb it. Consequently, the energy generated is superior to the demand according to security settings, in cases like for example; where the generation in nuclear power plants must never be interrupted.
This phenomenon, known as dumping, could make up to 5% of the renewable energy generated in Spain as a result of an energy policy which aims to meet the targets set in the Kyoto Protocol.
Spain is a country with exceptional conditions for the generation of wind and solar energy, and as main objective, 20% of the final energy consumed in the country by the year 2020 will be renewable, for this, it is necessary to generate a 40 per cent of the total installed generation amounts. It is possible that the reader may consider exaggerated the difference between the ultimate goal and the one in place, but the problem is that the contribution of renewable energy is difficult to manage, or in other words, the wind blows when and where it wants to, in the same way that solar energy is reduced by the passage of clouds or storms.
